The Role of the Banjarbaru City General Elections Commission (KPU) in Upholding the Principles of Honesty and Fairness (Jurdil) in the 2024 Repeat Voting

Abstract
The election is a fundamental element of democracy, where the people's sovereignty is manifested through fair and transparent electoral processes. This study examines the role of the General Election Commission (KPU) of Banjarbaru City in maintaining the principles of honesty and fairness (Jurdil) during the 2024 re-election (PSU). The research aims to assess the extent to which the KPU upholds the Jurdil principles and to identify factors influencing public trust in the institution. Using a quantitative method combined with a normative legal approach, data were collected through questionnaires distributed to 100 respondents consisting of voters, election organizers, and supervisors, supported by relevant legal documents and literature. Statistical analysis using Pearson correlation and linear regression revealed a significant positive relationship (r = 0.812; p < 0.05) between KPU integrity and public trust. Normative analysis also confirmed that KPU's performance is aligned with Law No. 7 of 2017 concerning General Elections, although improvements are still needed in transparency and accountability. The findings conclude that institutional integrity is a key determinant of electoral legitimacy. This research contributes scientifically by integrating quantitative and normative analyzes to evaluate the implementation of democratic principles at the local level, enriching the discourse on electoral integrity and democratic governance in Indonesia.
