Analysis of Banjarmasin City Regulation No. 133 of 2023 concerning Procedures for Collecting Parking Service Fees in an Effort to Prevent Illegal Fees

Abstract

The rampant practice of illegal levies in the parking sector in the city of Banjarmasin has resulted in leakage of local revenue (PAD) and reduced public trust in the government. The ratification of Banjarmasin mayoral regulation number 133 of 2023 concerning "management and procedures for collecting parking service fees" aims to streamline the parking system to be more orderly, transparent, and accountable. This study uses a qualitative approach with a normative-empirical method that examines the legal side of the regulation while evaluating the effectiveness of its implementation in the field for the community and parking officers. Although this regulation provides a clear legal basis, its implementation has not been optimal due to weak supervision, and cooperation between the government, parking officers, and the community to reduce the practice of illegal levies. This study contributes to the scientific field by providing empirical studies in constitutional law and regional public policy, regarding the importance of implementing regulations as an application of the principles of good governance in the management of public services.
